Description
It looks as if a contact form plugin isn't active and in https://wordpressfoundation.org/contact/ the short code is shown to visitors in clear, including the shortcode parameters.
Additionaly: meta trac doesn't seem to have any component for wordpressfoundation.

The WordPress Foundation site doesn't fall under the meta trac coverage, as it's not part of the same systems here. It's separately maintained on other servers elsewhere.
However, thanks for the report, the contact form has been fixed. Just looks like Jetpack got disconnected.
