Some strings are absent from po (and mo) files even if they are translated and present on GlotPress

Description
Looks like strings without link "#:" where they are used are not in the language package anymore. I check with test installation with Russian and only 2020 theme has this strings (possibly because the package was had not changed lately, and in German no default theme has this strings even if they are translated and present on GlotPress).

Looking at TwentyTen, looks like the latest language pack (version 3.1 - built on 2020-03-31 20:42:24) doesn't have the theme headers, but the previous ones do.
Generating a new language pack now, results in the proper translated headers being present.
I guess that means there was a bug present back in March/April that's since been fixed, it looks like [10222] is probably that bug (although I thought that was only present for a much shorter time frame)
The language packs will be re-built next time a translation change occurs in the themes, or when a theme update is released I believe, which will probably happen around the WP 5.6 release date (Dec 8th).
I don't think I can trigger a rebuild of the language packs myself unfortunately.
