Remove the meta robots noindex directive on the homepage of login.wordpress.org

The page at ​https://login.wordpress.org/ should not output a meta robots tag.

This should only apply to the login 'homepage', and not to other 'pages' (e.g., ​https://login.wordpress.org/wp-login.php).

This is an intentional reversal of a previous change, since it's become apparent that this thread - ​https://wordpress.org/support/topic/my-account-login/ - is receiving 100k+ clicks per month for searches for "wordpress login" and similar.
