Empty docs pages, like ​https://make.wordpress.org/core/handbook/docs/, should be noindex'd.

Ideally, they'd (also, as part of a preventative process) be made not-public, and existing examples should be deleted and redirected (or 410'd).

Empty pages like these should not exist, and should be reported to the team responsible for the handbook.
