phpdoc.wordpress.org seems to be a dead link as it stands, without knowing the intended purpose but basing it off the subdomain I'm going to suggest we redirect it to the new developer.wordpress.org resource.

Whether it is redirected or fixed is up for debate, but I think that debate should happen in the existing ticket: #426
