Allow `title` attributes to be translated without triggering warnings

Description
Currently GlotPress triggers a translation warning when the HTML tag differs between original and translation, that includes a scenario like the following:
Original: Foo Bar <a href="%s" title="Baz">Qux</a> Translation: ほげ ぴよ <a href="%s" title="ふが">ほげら</a>
It should be expected that the title
attribute may differ, as it should normally be translated.
Here's a real-life example in a random plugin.
Are there any other HTML attributes which should be considered normally translatable?

GlotPress handles this already.
The issue was the additional
target
attribute.
