Allow `title` attributes to be translated without triggering warnings

Currently GlotPress triggers a translation warning when the HTML tag differs between original and translation, that includes a scenario like the following:

Original: Foo Bar <a href="%s" title="Baz">Qux</a>
Translation: ほげ ぴよ <a href="%s" title="ふが">ほげら</a>

It should be expected that the title attribute may differ, as it should normally be translated.

Here's a real-life example in a random plugin.

Are there any other HTML attributes which should be considered normally translatable?

'duh this isn't an actual issue.

GlotPress handles this already.

The issue was the additional target attribute.
