Standardise Rosetta homepage pre-footers

The pre-footer area on Rosetta homepages like https://gd.wordpress.org/ use a legacy/variant layout (three columns and a row for 'WordPress Users', as opposed to the four-column layout).

The three-column layout contains several performance and SEO issues, which can be 'fixed' by instead updating/standardising the layout.

The WordPress users section isn't necessarily a legacy footer, rather, it's just how the Locale-specific Showcase is exposed on Rosetta sites.

Eg, https://en-nz.wordpress.org/ has the "global" footer with 4 columns as the site has no showcase entries, where as https://gd.wordpress.org/ has the 3 columns w/ showcase section as they have showcase entries.

I'm shifting this over to Showcase, as something needs to be done to provide an alternate showcase UI if the existing UI isn't desired (IMHO: It's not great and the localised showcase should be centralised into the global showcase).

Aha, thanks, I see!

Centralising/standardizing into the global approach would definitely be preferable, and reduce the number of moving parts we need to tackle.
