@kpdesign: is the original source, pre-character-screw-up, for this content available somewhere? There is likely no easy database fix, but if the original source is available, then a manual copy-paste operation will fix the page all at once.
If there are many pages with this issue, more than is feasible to fix by hand, then some other means will need to be devised.

There are many pages like this and we don't have original source to them. This is part of global encoding problems on WordPress.org that @westi or @nacin need to fix.
@michalzuber: Thanks for the report. This is an issue we are already aware of - see comment 8 on #316, and comment 4 on #195. The encoding issues will need to be fixed by either @nacin or @westi.
Editing the handbook is limited to the people who have posting privileges on the Make/Core blog.
