Add link to create new topic for closed topics

Description
Many times a user will end up on a closed (old) topic from search results, looking for an answer to their problem. Once inside a specific topic, it's not too obvious how to add a new topic.
Similar to #meta3999 that adds a link to create new topic near reply form, there should be a link to create a new topic in that same forum for closed topic.

I'd suggest that we add this kind of links on ALL topics.
"Create new ticket in same forum". It should be located in the sidebar. But, since the sidebar is shown after the main content, it would be good to also have a small button near top of page "+new post"...
Not sure if 5696.1.patch is the right approach - editing the bbpress template inside the theme, but I couldn't find a filter for that notice.
Also, maybe we can coordinate the CSS styling of #meta3999 with this one, to get rid of redundant rules, since the logic is the almost the same for small screens.
