Theme directory: Commercial themes link could cause confusion

Description
The commercial themes link at the top of theme directory pages could be construed as a heading for themes below instead of a link to somewhere else. I think it should be more clear this is a link to elsewhere and not a heading for content below. Perhaps with different styling and/or modified link text.
Maybe have the background be the same as the main page and the link text followed by a right arrow.

The menu used to have more items in it, however the other links were moved to the footer widget area (Add theme / Developer Handbook / Theme Review Team blog) but the commercial themes link remained due to outcry.
I think it would be good either:
- Remove the menu entirely, pushing Commercial link to the footer
OR
- Restore the Theme developer handbook & Team blog links, maybe keep the Add Theme link out of the menu
- Right align the menu, so it's less header looking.
