Make PTE assignment screen more intuitive

Almost all GTE's have made the same mistake at least once.
See the attached image of current UI:
When a GTE needs to assign a user as PTE for a theme or a plugin, they need to click next to the category name and not in its box or circle since a click in the box means "All subprojects".
If one saves the settings before realizing the mistake, any previous list of assigned specific projects will be gone.
This UI needs to be redesigned.
One possibility could be that "All projects in XXX" would occur as a checkbox in the pane to the right, on top of the filter and listbox.

What browser are you using? Because all projects will only be selected if you actually check the checkbox and not by clicking it's label unless you already have the section open.
I made this mistake once, several years ago. I don't remember which browser I was using at that time. But I have talked/chatted with many GTE's from various locales that have accidentally made the same mistake.
When you open the PTE assignment screen for someone, who already has at least one plugin, it will look like in image "2021-05-26.png". If you want to add another plugin for this user, then you need to click ON THE LABEL "Plugins". If you, by mistake, instead click in the filled circle, then you've already, unknowingly, assigned "ALL plugins", and discarded the information about what specific plugins were assigned before. "Ref: 2021-05-26 (1).png"
