Some comment permalinks are broken due to collapsed comment section

Description
I'm not sure what the differentiator is, but some comment permalinks on Make sites work and others don't.
This works and correctly expands the comment panel and scrolls down the page: https://make.wordpress.org/core/2021/05/05/wordpress-5-8-whats-on-your-to-do-list/#comment-41280
This does not work and the comments panel remains closed: https://make.wordpress.org/core/2020/08/24/proposal-dropping-support-for-old-php-versions-via-a-fixed-schedule/#comment-39736
