Version stats API returns empty array

Description

The endpoint ​https://api.wordpress.org/stats/wordpress/1.0/ returns an empty array [] instead of the usual object with version statistics.

This also affects ​https://wordpress.org/about/stats/, which shows "no data" for the WordPress version chart.

Based on error messages from a script that uses this endpoint, the behaviour apparently changed between 2021-07-20 22:15 UTC and 2021-07-21 10:15 UTC.
