Improve Moderation Experience

There are a number of reasons posts are moderated, from spam to abuse to Akismet.

Right now the experience when you're moderated is a little lacking in information.

We can improve this, though, by changing the language when a post is held for moderation in two areas

1. If the post is held and the user does not have the moderation flag

Here we tell them "Your post has been held for moderation by our automated spam protection systems based on the content of your post. It will be reviewed and released as soon as possible."

2. If the user has the moderation flag

And here we want to explain "Your account has been flagged for moderation. You should have been informed of why in a reply to a post in the forums. If you did not recieve that email, or you have questions, you can contact the forum moderation team in the #forums channel on our Slack instance: ​https://make.wordpress.org/chat/ -- Otherwise, you can keep making posts as usual and they will be reviewed and released as soon as possible. The flag will be removed on it's own after you show, with your posts, that you won't make the same errors going forward."

(Needs some work I think... But you get the idea)
