Plugin Directory: Prevent removal of committer IF they are the owner of a plugin

Description

This way we don't end up in a place where they can no longer change the owner, due to having removed it.

In 12164:

Plugin Directory: Prevent removing the owner of a plugin as a committer.

Plugin Admins (ie. the plugin review team) can still remove a committer, even if they are the owner of a plugin.

Fixes #5948.
