You are able to accept fuzzy plural translations with an empty translation.

Description

Today I wanted to test something... What would happen if you accepted a fuzzy translation with plurals where one of the translations was empty.

It gets accepted and becomes the current.

I think this is a bug and it shouldn't be allowed to happen.

I made a ticket there, I made a ticket here first because I wanted to avoid that it took a long time to get backported.
