Support Forums: Make edit/close/spam links always visible for actionable users

Description
Right now if you want to edit your post in the forums, you have to hover over where the links are.
This is poor UX and makes discoverability hard for stressed users, who just want to edit, and thus they come to Slack to complain.

Couldn't agree more. We got used with it being hidden, but users really need it to be visible.

Makes perfect sense, and also eases the use on mobile devices where hover-states are more difficult to discover.
The approach from 6024.2.patch looks good to go, flagging for commit.
