In make wordpress site Get involved tab having tooltip overlap issue.
Follow below url:https://make.wordpress.org/shows tooltip overlap on wp block navigation menus when hover on glossary item text.

I think it's a global setting for the tooltip.

But as a user point of view its not looks properly when we scrolling page.

This is fine.

The glossary item is intended to float over top of everything, and close once you move away from it (in the case of mouse users).

Yes, it's possible to trigger the given scenario momentarily if you use a mouse to hover over it, and then scroll the page without moving the mouse, but that's not worth anyones time in fixing.
