Forums: The "report button" and related functionality are not available on closed topics

When a topic has been closed, the report button is not available in the sidebar. Perhaps it can be discussed if we need it to be there, but now and then a user finds old, previously undetected spam in old auto-closed threads, too.

Unfortunately, also the button to remove modlook is not shown in auto-closed topics. So once the moderator has checked the topic, they need to manually edit the topic in order to remove the modlook tag.

@clorith, did you take this ticket into account when working on #6834? I realise that the two things are not directly related but I wanted to sure it was on your radar. Thank you!
