Add photo profile link to .org profile

It would be nice to have a link from ​https://profiles.wordpress.org/topher1kenobe to ​https://wordpress.org/photos/author/topher1kenobe/

I could see it fitting almost anywhere. The right sidebar, the main content area, or a new tab in the activity area.

As far as I can tell, all usernames match, so simply testing for photos and making the link should work.

Fixed in [19360-dotorg]:

Profiles: Add 'Photos' tab if user has contributed to the WordPress Photo Directory.

Tab shows number of total photo contributions, thumbnails of the 12 most recent photos, and a link to the user's photo contributor archive.
The list of recent photos is cached for 6 hours.
