Tooltips change

Description

Think the "tooltip" popups text for "WordPress Coding Standards" and "WPCS" may need fixing. Seem confusing as both talk mostly about https://github.com/WordPress/WordPress-Coding-Standards/ which is the repo for the software implementing the PHP coding standards, and almost miss to mention https://developer.wordpress.org/coding-standards/wordpress-coding-standards/ which are the actual PHP, CSS, and JS coding standards.

The above text but it seems pretty confusing. Perhaps it can be changed to something like:

The PHP, JavaScript, and CSS coding standards for WordPress as written in the Coding Standards Handbook.
May also refer to the collection of PHP_CodeSniffer rules that implement the PHP coding standards.

I believe these were mostly imported from non-technical-teams glossaries.

Hmm, tried separating "WordPress Coding Standards" and "WPCS" as the first will more likely refer to the coding standards handbook while the second is an acronym of the first but will more likely refer to the "collection of PHP_CodeSniffer rules".

Can see the update to the existing item but not the new item. Caching perhaps? :)
