"Fill" Button style color & dimention changed

Description

On P2 and Rosetta site, I used to customize the background color only (to WordPress blue #0074AA) and used the default text color, white. It used to look fine, but recently the button's default colors & dimensions seem to have changed.

It'd be nice if the default color for P2/WordPress.org sites are #0074AA (background) and white (text), so I don't have to manually customize them each time. Right now, the default background color is set to white.

Looks like this was a change between Gutenberg 13.4 & 13.5, as reverting back to 13.4.0 restored the previous styles.

We can, and probably should, define some base-styles for common blocks site-wide.
