Provide no-content download of localized versions of WP core

Description
When WordPress updates core, I noticed a no-content version of the update which is about half the size so it takes less bandwidth and needs less disk space to unpack and update.
However this doesn't seem to be available for localized versions. Making that available would save a lot regarding sustainability.
