Description
There's an ongoing discussion on Make Meta about various proposals to the global nav menu structure: https://make.wordpress.org/meta/2022/08/18/navigation/
This ticket is to propose a plan for deciding on the new structure and rolling out the change. It's not intended as a place to discuss ideas or merits for what the new navigation structure should be - that's better done in the Make Meta post, or in discussions organized by the Marketing and Design teams.
Proposed plan:
- Marketing Team to discuss the proposal in their next meeting and set a timeline for making a decision.
- Marketing Team to discuss ideas and decide on a new structure.
- Design Team to review new structure.
- Marketing and Design Teams to agree on and approve final structure.
- Final approved structure posted in this ticket.
- Meta team will deploy the changes.
Does that plan seem reasonable?

Decision on the new structure was reached here: https://github.com/WordPress/wporg-mu-plugins/issues/251
There are also related changes to the WP admin bar: https://github.com/WordPress/wporg-mu-plugins/issues/252
I think that's a great plan.
