Link to handbook for trac should be on the edit trac box

After 2 days of intensive trac usage (after having only used it limited before then), I've found that the edit ticket box on trac can be really confusing to new trac people, particularly in the definitions of what certain keywords are used for. This could be really easily solved with a link to the handbook: ​https://make.wordpress.org/core/handbook/trac/keywords/ on the box.
