"Are you on the right page?" message when creating new ticket is annoying

Description
If someone already submitted a ticket then he probably knows what he is doing and he is on the right page. The big message asking if you are on the right page is just a distraction in that situation.

It's supposed to be annoying, or at least to make people think twice before submitting a new ticket. Cuts down on the duplicates and the people who post support requests.
