Alphabetically sort the Workflow Keywords dropdown

Apart from making the keywords list easier to read, sorting the keywords alphabetically will group the "has" and "needs" keyword types so that they are easier to select.

This would also make the dropdown's appearance consistent with the intentional ordering of other dropdowns, such as the alphabetical sorting on Component.
