Consider allowing Make teams to create block patterns

Description
Block patterns seem a great way to create consistency and expedite content creation. There has been recent discussion on creating block patterns for the Docs team (HelpHub / Developer Hub). Block patterns would likely benefit other groups as well, e.g., Learn, WordPress.tv.
I'm wondering if there might be a way to have team-specific block patterns, which might leverage the current Pattern Directory editorial flow, or maybe a separate site instance should be created.
There are a few ways that this could be achieved, and I would likely lean on the knowledge of the maintainers of these sites.
Option one: spin up a separate Pattern Directory site specific to Make teams: "Make Pattern Directory." We could use the existing Pattern Directory codebase as a great starting point.
Make team representatives would add contributors to the "Make Pattern Directory." Contributors could submit patterns for approval.
It may be advisable to have an additional taxonomy registered for block patterns, which would be tied to each team, e.g. Make Team category: Docs, Training, etc.
This taxonomy would allow triaging of new patterns to appropriate team representatives for approval and have the benefit of surfacing the patterns on each team's site when adding a block pattern. I believe this would require REST API integration for each team's WP.org theme, but I'm not entirely sure how each team's theme/site is organized.
