Translate site - No email is sent from the "front" UI when a "Requested changes" is made

Description

In the translate.wordpress.org site, when I -as an editor- insert a "Request changes" for a translation, no email is sent even if the user of the translation has the"I want to receive notifications of discussions" option checked in the "Translate settings" of their wp.org user.

This happens from the "Give feedback" UI.
If I use the "Reply"'s function from the "Discussion UI" emails arrive regularly.

For example, in:

https://translate.wordpress.org/projects/wp-plugins/404page/stable/14756909/it/default/

only "[Test] Good" and "[Test] Very good." written using "Reply" generate emails.

Is it already commited to the "production" Translate site?
It seems still not working to me.

I have just committed this to production in [12205]. Could you confirm if it's working now?
