I have reviewed the ​https://wordpress.org/themes/ all themes and In which twenty twenty-three theme menu does not work on the preview action after. Please check below attached video for a better understanding.

The menu works well for me in Chrome and Firefox on my android mobile.

Did you test on a mobile device?
The dev tools is not an accurate representation of a mobile device.

Actually, I have not tested it on a real mobile device. Just tested on a laptop using dev tools.

But yes after your message I have to check it on my android mobile device and the menu is working fine. But Menu designs a not proper please check the below attached Screenshot.

It is proper, the menu has been designed to be right aligned.
Submenu items are identified by the indentation.
