Paginated homepage states should 301 to the root

Requests to paginated states of homepages should 301 to the respective homepage. This should apply to wordpress.org and rosetta sites. E.g:

• ​https://fr.wordpress.org/?paged=5 to ​https://fr.wordpress.org/
• ​https://de.wordpress.org/page/5/?paged=5 to ​https://de.wordpress.org/
