Remove interstitial tags redirect

URLs from legacy tag URL formats (like ​https://wordpress.org/tags/seo/page/2) redirect twice to reach their final destination. E.g.,

• ​https://wordpress.org/tags/seo/page/2
• ​https://wordpress.org/support/topic-tag/seo/page/2 (/tags > /support/topic-tag)
• ​https://wordpress.org/support/topic-tag/seo/page/2/ (append trailing slash)

This interstitial redirect should be removed, by adapting the initial rule to include the trailing slash.

Noting that these redirects are controlled by systems, and a systems request is required to update them.

And for our own reference, that this isn't going to be fixed quickly due to that.
