Minimum requirements accessibility

Description
Accessing the minimum requirements page isn't as obvious as it should ideally be, right now there's two "approaches" to the minimum requirements page:
- About > Requirements
- Download WordPress > Installing WordPress (codex page) > minimum requirements link
The About path isn't the worst, but most users would be expecting to find it from the Download page in some form without having to go through multiple pages, especially with the download button being so prominent on the front page.
Simplest and cleanest solution (in my opinion) would be to add the Requirements link to the left hand menu.
