Reproduce

If you visit any internal documentation page that has the sidebar table of contents (ex: https://wordpress.org/documentation/article/revisions/) and scroll to the bottom and reload the page, you will see that the table of contents floats above the footer content.

This happens in Chrome, Firefox and Edge. See attached image.
