Rosetta blog posts shouldn't include hreflang tags

Blog posts on Rosetta sites like ​https://cy.wordpress.org/2023/04/19/wordpress-yn-dathlu-20-mlynedd/, don't have equivalents on other sites (e.g., there's no post at ​https://fr.wordpress.org/2023/04/19/wordpress-yn-dathlu-20-mlynedd/).

As such, the hreflang tags should be removed from these posts.

Main Theme: Remove the hreflang pages from rosetta news pages and any custom rosetta pages that wouldn't exist elsewhere.
