Theme trac: Add flag checkbox

On themes.trac.wordpress.org can we have a flag checkbox that will 'flag committers'. This will then ping a list of users. This filed should be available no matter what role.

The idea is this helps with the cc field permission issues. It also means rather than remembering names and fixing to one person, all committers can jump in and help.

Sorry, we were going to change the role language to mean 'Committer' being any admin ie; people who can make themes live. However that didn't happen and I'd not updated the language here.

What we want is to be able to automatically cc in all admins using that button. Sort of an SOS checkbox.

This looks to be deprecated given that theme review processes have changed significantly. If there's still a need for a feature like this then please feel free to open a new ticket.
