ca (ca.wordpress.org) Handbook sync

Same as ticket #6714 (following #4572).

We want to sync the Official Catalan GitHub repo to the Handbook .

Same as the Spanish one, we check and review in a “hard security way” the Organization, so the repository can be synced without problem and with all reviews before changing / updating anything.
