WP DEIB Working Group getting setup on WP.org Github Repo + Projects for their team.

Description
GitHub Community Team Request:
The WordPress Community Team has a new specialised Working Group under its banner:
The DEIB working group.
This will follow the same workflow and setup as we did for the Contributor Working Group here: https://meta.trac.wordpress.org/ticket/7006
They already have their Slack channel created: #deib-working-group
And I have created their Community Sub-Team on WP.org's Github:

The DEIB working group needs a new repo created in the under the above linked Team for tracking issues/items related to this separate project:
The repo to be created would be: deib-tracker
I will then create a linked Project for this team.
Once it is created, please have allow me the most allowable permissions for managing this, and I will follow up in another ticket with what other members may need to be added.

@leogopal need to be set as initial Owners/Admins for the repo and its associated project with ability to add new members, create actions, etc.
