Add a one-off "I have read the guidelines" checkbox before posting for the first time

We could add a checkbox requesting new users to acknowledge they have read and agree with the guidelines and with the community Code of Conduct. This checkbox would only show the very first time a user posts a new support topic, review or reply.

This was not very practical or realistic in the past because the guidelines were just too long but with it would be doable with the new ones.

The goal of this checkbox would be not only increase the chances of users actually reading the guidelines but it would also "cover" moderators in those cases when we ban/block someone and they claim they were unaware of a given rule or guideline.

No one reads that stuff. Yes, that's how you'd do it, but really.... People just check "OK, I did that" and go on with what they were doing. It seems like a lot of work to not solve a problem. Moderators are not looking for "cover".
