Adding something a “skip” or “next” in moderator dashboard for moderators to move images

We should add a new option in the moderator screen.

Switch to next image. because it automatically redirect to next image after approving one. So if we don’t want to moderate the upcoming image then we can switch the next image.

In 13209:

Photo Directory, Admin: Add 'Skip' button to allow skipping current photo and loading next photo in queue.

If JS is disabled, the 'Skip Photo' link will appear in a metabox.
