I cannot reproduce using Chrome on MacOS using that responsive device profile, so please provide some more info:

Have you seen this on a real device?

What OS and browser is that screenshot taken with?

This Is a specific bug in /ticket urls.
for example, if you look at the Current page(https://meta.trac.wordpress.org/ticket/7319) in responsive view it will reproduce.
also, I am producing this bug on the MacOS Chrome Browser.
