Article footer `Edit article` and `Changelog` URLs don't point to the correct place

Description

The link for "Improve it on GitHub" under "Edit article", and the link for "See list of changes" under "Changelog" both point to the current page that is being viewed.

This seems to be true regardless of which developer.wordpress.org page is being viewed. For example, the footer of ​https://developer.wordpress.org/coding-standards/inline-documentation-standards/javascript/
