Plugins: Add interface for requesting plugin categorization in "advanced tab"

Description
Plugins in the directory can currently be part of 2 categorizations "Community" and "Commercial" (For more context: https://make.wordpress.org/plugins/2022/12/16/plugins-themes-categorization/).
The plugin categories are displayed prominently in the directory as filters and on the plugin page itself. However, there aren't any instructions for authors to follow to get their plugins categorized other than the initial make post. (I think)
Let's add a section to a plugin's advanced tab that either allows them to set their plugins category directly or emails plugins@wordpress.org
on behalf of the plugin author.

Just noting, this is the same for the Theme Directory.
For Commercial; there's not too much of a barrier to entry.
For Community; there should be a warning that the plugin cannot be commercialised in the future, I think?
We also have Canonical; which we're not currently making use of.
