Add official "Team Reps" list in code / automate team rep access

Often we end up with tickets like #7562 asking for a team rep to be granted access that it's expected they have, but it was never granted.

It would be helpful if we had an official list of team reps stored somewhere, that granted access.

The official list is available below, but being listed here doesn't grant any access:

As an example ​this handbook for marketing lists a few things like "Request Meta grant access" which could really be done automatically.

Common things Team Reps need:

1. Access to their team P2 and the onboarding plugin management
2. Permissions for team GitHub repo
3. Slack ping permissions for one or several channels.
4. Access to manage events on Make.WordPress.org/meetings
5. Access to editorial role on Make.WordPress.org/updates (to review other team rep posts and/or revise as needed)
6. Pointed at procedures for issuing team badges.

I wonder about how we can also have a list of reps/leads for working groups which aren't affiliated with a certain formal team.

Is there any procedure for those without a P2, or can we discuss options?
