Let get Alt and Caption loaded into images at IPCT data

IPCT data is easy to read and write with PHP. WordPress already reads is and populates Alt and Caption meta fields when an image is uploaded to the media library.

I'd love it if when an image is moderated the title can get written to Alt, and the credits written to Caption.

Then when someone downloads that image and puts it into WordPress, that comes with the image.

I have working code for this.
