Please consider adding the Catalan (Valencian) locale in the upcoming update.
The core has already been fully translated into this locale ​https://translate.wordpress.org/locale/ca-val/default/, so it would be beneficial to incorporate it.

WordPress locale packages are created by cron job, automatically
Since your locale i18n SVN is empty (ps: does not exists, maybe thats the obstacle) , there is no action needed.

actually, there is something wrong and packages are not created while they should have been created. reopened so someone can take a closer look on what's happenin'
