Plugin Submission: Allow multiple plugin submissions for authors with plugins that have a total of +1M active installs

Description

After discussing with the Plugin Review team and understanding that companies with +1M active plugin installations might have more specific needs, a good experiment would be to allow all plugin owners with +1M active installs to submit more than one plugin for review.

For now, it would only apply to plugin owners (not committers or contributors), as this would be intended to unblock large companies from submitting plugins. If these committers/contributors are part of the company, they would still be able to submit using the company account.

PS: This would work as an experiment. If the team realizes it is not working well or we identify abuse, we will change the strategy around that again.

I've implemented this as requested, authors with 1m+ active installs can upload up to 10 plugins.

I've gone with 10 as the maximum, as some limit is surely needed, 2 is too low, 5 was my first go-to, but if they can have 5 might as well have 10.

We can tweak that number down if needed, if this turns out to be too many.

~60 users are affected by this, I looked at the next higher counts and 2m+ is ~30 users, and 5m+ is a dozen. (edit: 500k is ~120) As a result, I feel that 1m+ does seems appropriate.
It's worth noting, that out of the 60, not all are company accounts, I'd guess up to 50% appear to be individuals accounts.

I'm going to close this as fixed, but please re-open with tweaks to the numbers if needed.
