Remove the "banned from logging in" from memorial profiles.

Description

As per ticket #7175, memorial profiles have a specific design with information of the passed away person.

That profiles shows the red label "banned from logging in" badge.

Unless that label serves any necessary purpose, that badge should be hidden, as it look as if the person did anything bad.

Those references only show up if you have some form of advanced permissions, such as moderator status. They do not show up to everybody.

I don't see any harm in a conditional where if it's someone covered by the memorial system, that the message is different, those seeing it may still be familiar with the person and find it strange (there are a lot of people with permissions that trigger this view across all of dotorg after all).

A quick check where the message is changed to "Memorial accounts are frozen" or similar would just keep things nice and tidy.

I'm not against changing the wording, This account is prevented from logging in would hit the same goal and signal the same thing.
