Require developer opt-in to add a committer

Description

When I add a committer to a plugin, that committer automatically gets emails and other things related to that plugin. It seems fair to me that listing a developer either in the committer list or in fact, even the plugin readme, should be opt-in on the developer side...

One of the basic ideas we've always had with the plugin directory is that if you have a plugin on WordPress.org, you might get an email about it. If we allow committers to opt-out, we won't have a means to automatically contact them about (potentially important) issues. If someone is receiving emails they don't want, they can be removed from the plugin readme and will no longer get emails about it.

We shouldn't change the current behavior.

You're missing the point I'm afraid. Other people are adding me to their plugins, I get emails for stuff that's not mine...

If plugin authors are abusing any part of the plugin directory – including adding you to plugins that are not yours – please email plugins@… and let them know.
