Issue:
The tooltip is getting cut off or hidden at the top when displayed under the WordPress admin bar. This causes usability issues, as important information within the tooltip becomes inaccessible.

Steps to Reproduce:

1. Log in to the WordPress admin dashboard.
2. Navigate to a page where the tooltip is displayed (for example. ​https://make.wordpress.org/meta/).
3. Hover over the element that triggers the tooltip near the top of the screen.
4. Observe that the tooltip is partially or fully obscured by the admin bar.

Expected Behavior:
The tooltip should remain fully visible and reposition itself dynamically to avoid overlapping with the admin bar.
